Scott Shepard

Scott Shepard is a fellow at the National Center for Public Policy Research and the deputy director of the National Center’s Free Enterprise Project. Scott has been a professor at law schools including Wake Forest University and Willamette University. He previously served as the policy director of the Yankee Institute, as managing attorney of the Water Law Project at the Pacific Legal Foundation and has published extensively about public-pension reform. He writes a weekly column at Townhall Finance that focuses on topics central to the Back-to-Neutral Coalition’s mission; those are available here.
