The letter was prompted by some top banks threatening to stop providing financial services to the fossil fuel industry to appease climate change activists. The states who joined the letter include Arizona, Arkansas, Idaho, Louisiana, Missouri, Nebraska, North Dakota, South Carolina, South Dakota, Utah, Wyoming, Alabama, Texas, Kentucky, and West
